ELPAC Test

The English Language Proficiency Assessments for California (ELPAC) is the state-mandated assessment used to measure the English language proficiency of students whose primary language is not English. It helps identify students who need support to develop their English language skills in listening, speaking, reading, and writing.
  • Initial ELPAC: Administered to new students when they enroll in a California school to determine their English proficiency level.
  • Summative ELPAC: Given annually to English Learners (ELs) to assess their progress and identify areas where additional support may be needed.
 
The ELPAC is aligned with the California English Language Development Standards and is a key tool for ensuring students are equipped with the language skills needed for academic success.
  • EL (English Learner): A student whose primary language is not English and who has been identified as needing additional support to achieve English proficiency. These students are assessed using the ELPAC and provided with English Language Development (ELD) services to support their learning.
  • Reclassified (Reclassified Fluent English Proficient - RFEP): A student who was previously identified as an English Learner but has demonstrated proficiency in English through ELPAC scores, academic performance, teacher evaluation, and parent consultation. Reclassification means the student no longer requires specialized ELD support and can participate fully in mainstream academic instruction.
  • TBD (To Be Determined): Refers to students whose English Learner status is not yet established. This often applies to new students who have not yet completed the Initial ELPAC assessment. Once assessed, their status will be updated to either English Learner (EL) or Initially Fluent English Proficient (IFEP).
  • IFEP (Initially Fluent English Proficient): A student whose primary language is not English but demonstrates proficiency in English during the Initial ELPAC assessment. These students are determined to be fluent in English from the outset and do not require English Learner (EL) services. IFEP students participate in the general education program without the need for additional language support.
