Expanding the Board from 5-7
From 5 to 7 board members
Ed Code sets the directions of increasing the board seats. A petition of 3% or 100 voters (districts with 2,501 to 10,000 registered voters) gathered and submitted to the County Committee for approval within 180 days of the submittal (Section 5019) AND, IF the County Committee approves it, the increase would need to go to the voters for approval at the next general election (Section 5020) - at a cost to the District for ballot fees. Then, if the majority of the voters approve the increase, the Board appoints the two board members (Section 5022).
Expanding the Board from 5 to 7 Code
The procedures for appointment of board members are laid out by the CSBA in the following May 2012 document, which also references the Ed Code requirements. A public notice is required, an application / interview process then appointment for the remaining term until the next election. This process is subject to the fair political practices act.
